The European climate law makes it mandatory to achieve the EU's climate target of reducing emissions at least of 55% by 2030. European Union countries are working on new legislation to reach this goal and make Europe climate-neutral by 2050.
To pursue the European Fit for 55 by 2030, targeted measures and appropriate incentive policies are necessary.
The Fit for 55 package includes 13 legislative proposals on climate and energy:
- Amendments to the Renewable Energy Directive (RED)
- Amendments to the Energy Efficiency Directive (EED)
- Revision of the Emissions Trading System (ETS)
- Revision of the Effort Sharing Regulation (ESR)
- New Carbon Border Adjustment Mechanism (CBAM)
- Modification of the CO2 Emission Standards Regulation for road transport
- Revision of the Land Use, Land Use Change, and Forestry Regulation (LULUCF)
- Revision of the Alternative Fuels Infrastructure Directive (AFID)
- Revision of the Energy Taxation Directive
- New EU Forest Strategy
- New Social Fund for Climate Action
- ReFuelEU Aviation, regulating sustainable aviation fuels
- FuelEU Maritime, addressing the European maritime space
To achieve the goal of renovating the Italian real estate heritage, which mainly consists of buildings lacking energy-saving measures, fiscal incentives are crucial.
Concerning the most efficient energy renovation interventions, we should consider External Thermal Insulation Systems (ETICS) as the primary solution. ETICS enables a 45% reduction in energy consumption for condominiums and a 33% reduction for detached houses.
The thermal insulation system must meet three fundamental requirements:
- It should be ETA certified (according to ETAG 004) with a CE system marking.
- Proper design and installation of the thermal insulation system should follow the Cortexa manual in accordance with UNI/TR 11715:2018
- Skilled and certified installers, as per UNI 11716:2018, should be employed
