The SOA certification (Qualification System for Enterprises, Services, Works and Supplies) is a type of certification used in Italy to assess and qualify companies and suppliers wishing to participate in public procurement tenders for construction projects, services, or supplies for public administration.
Companies undertaking works exceeding a value of 516,000 euros must possess certification attesting to their technical and economic capacity.
Regarding building bonuses, as of 2023, SOA certification is mandatory at the time of signing the contract for the main or subcontract.
Purpose
The purpose of this obligation is to ensure the quality and safety of works benefiting from the tax incentives provided by the Recovery Decree and other applicable regulations.
Requirements
To obtain SOA certification, a company must meet specific requirements based on the category of works or services it intends to undertake. These requirements may include previous experience, financial capacity, qualified personnel, and appropriate equipment.
The interested company must submit an SOA certification application to the competent public authority (usually the National Anti-Corruption Authority, ANAC, in Italy). Subsequently, the authority evaluates the documentation submitted by the company and may conduct checks or audits to verify compliance with the requirements.
It is important to note that SOA certification is specific to Italy and its public procurement system. Procedures and requirements may vary from country to country.
